Councilman Kenneth Stokes called on fellow council members Tuesday to support an emergency request to the governor to activate Mississippi's National Guard to help quell violent crime in Jackson. Stokes did not request a specific of troops at Tuesday's council meeting or propose how long troops might stay.

Rather than voting on the resolution, the council moved the item to the city's law enforcement committee for further discussion. Recently elected Councilman Brian Grizzell said while he supports measures to decrease crime in Jackson, he is concerned about the perception of bringing federal troops into the capital city. He also noted there is limited space in Hinds County to house additional offenders.

Stokes remained firm in his commitment, saying he wants to open up the lines of communication between the governor's office and Jackson. To emphasize his stance, he asked the city clerk to read his resolution to the council a second time. Stokes' call for help comes as homicides in the city continue to climb, remaining on pace to surpass 's record of killings, As of July 1, there have been 74 homicides in Jackson.

At that rate, the city could reach homicides by year's end. A request to bring in National Guard troops is often considered controversial because it blurs the line between local and federal jurisdictions.

However, it's use by governors has not been unusual in recent months. About 5, National Guard troops in 15 states and the District of Columbia were activated to help quell the unrest after the homicide of George Floyd in Minneapolis last summer. Governors in several states called on the Guard to be on standby in case of turmoil during and after the Nov.
Early this year, Reeves said he had been in communication with the state's National Guard regarding the possibility of protests at the state Capitol on Jan. Efforts on Tuesday to reach the governor's spokeswoman, Bailey Martin, about whether the governor would consider such a measure to help rein in crime in Jackson were unsuccessful.

Asked about Stokes' proposal that National Guard troops help alleviate Jackson's crime, Hinds County Sheriff Lee Vance said partnerships are sometimes critical to overcoming chronic issues. That's why partnerships with federal partners are mandatory.

Federal authorities, such as the FBI and U. Attorney's Office, work alongside the Jackson Police Department, but many council members have decried a lack of visibility of police officers on Jackson streets as violent crime and drag racing incidents have increased.
But the agreement, also brought forward by Stokes, is still with city and county attorneys.

Lumumba blames much of the increase on what he calls underlying "social determinants" such as poverty, social anxiety and mental health issues. Lumumba added that a consent decree on the Hinds County Detention Center and limited space at the jail is preventing the city from detaining many misdemeanor and felony arrest suspects. Councilman Aaron Banks, who chairs the city's law enforcement committee, said Tuesday he would put the resolution on the committee agenda "quickly," but did not give a specific date.
